Summary

This is a high-impact, highly visible role for a healthcare compliance professional who thrives at the intersection of marketing, regulatory requirements, and operational precision. As Manager of Regulatory Marketing Compliance & Digital Governance, you will be the single accountable owner for all regulated marketing materials and digital content, ensuring accuracy, CMS alignment, and accessibility across member communications, pharmacy documents, and web properties.

This is a hands-on management role embedded within a fast-moving marketing team. You will not be advisory; you will own, build, and drive. If you are energized by AEP deadlines, HPMS memos, and the satisfaction of a perfectly filed document, this role was written for you.

Essential Duties & Responsibilities

Regulated Document Management

  • Own the full lifecycle of pharmacy and member materials, including formulary preambles, pharmacy directories, bridged documents, and CMS model documents
  • Assign and manage Material IDs in alignment with HPMS and Federal Code requirements
  • Maintain version control, effective dates, and archiving across multiple brands, states, and benefit years
  • Drive mid-year and memo-driven updates from intake through distribution

Website & Digital Compliance

  • Serve as primary owner of all regulated web content in partnership with the Digital and Web Strategy team
  • Ensure pharmacy directory links, formulary pages, and plan resources meet CMS online accuracy standards
  • Validate WCAG/Section 508 accessibility compliance for all PDFs and digital materials

Regulatory Monitoring & Escalation

  • Monitor CMS HPMS memos, MCMG updates, DOI/state requirements, and Medicare Advantage/SNP guidance
  • Maintain a live regulatory tracker mapping each rule to required page elements (NOA language, LIS disclaimers, MLI thresholds, Star Ratings, and more)
  • Serve as the escalation point for urgent inaccuracies across benefits, formularies, and provider materials

HPMS Filing & Regulatory Alignment

  • Ensure alignment across HPMS filings, member materials, and website postings
  • Proactively manage CMS model document releases (HIPAA, UM forms, NOA, etc.)
  • Interpret and operationalize CMS and DOI changes across marketing, operations, and product teams

Translation, Accessibility & Language Access

  • Own all translation vendor relationships and LEP compliance workflows
  • Oversee 15-language threshold requirements and proof translated materials against source documents
  • Ensure full Section 508 compliance across all regulated content

Governance & Cross-Functional Leadership

  • Build and maintain SOPs and approval workflows in alignment with CMS audit standards
  • Partner across Marketing, Product, Enrollment, Compliance, and Member Services
  • Develop dashboards tracking upcoming expirations, audit findings, and web performance indicators
  • Conduct QC on proofs, samples, and live runs; review ad hoc communications for accuracy and disclaimer compliance

Qualifications

  • 6 to 10+ years of experience in regulated healthcare marketing, compliance, or operations, with preference for Medicare Advantage or SNP environments
  • Deep working knowledge of CMS, HPMS, MCMG, DOI, URAC, OCR, and Section 508/WCAG requirements
  • Proven experience owning document versioning, Material IDs, and CMS retention across multiple brands and benefit years
  • Hands-on experience with pharmacy materials (formularies, pharmacy directories, preambles) strongly preferred
  • Experience governing regulated healthcare websites including document libraries, audits, and accessibility standards
  • Familiarity with HPMS filings, CMS model documents, and memo-driven update workflows
  • Experience managing translation vendors and LEP compliance programs, including QA of translated files
  • Strong track record building SOPs, compliance trackers, and audit documentation
  • Exceptional attention to detail with the ability to manage multiple concurrent deadlines, including AEP
  • A collaborative, cross-functional communication style with comfort operating as a final escalation point
